I just checked both my Owner's Manual, and my Honda Service Manual for a 92 civic. They both say to replace the fuel filter every 60K or 4 years, which ever comes first. I don't know why a 98 civic would be different.

edit: If it needs to be replaced, replace it. It is a friggen $20 part, and easy to do yourself.
