I know some wheel shops like Wheel Collision Center does stuff like that. They are in Bath, PA. Look in the back of Car & Driver magazine and Motor Trend couple of wheel companies that should be able to do that.

I have an autocross friend who had his wheels cut and added 1" to the width.
