In my case, a throttle spring wasn't installed right.
If you're talking about where the cable attaches, It's not stuck.

But check this out.... When it's reving really fast and I'm at a stop light, I push the clutch, shift to 4th and release the clutch just enough to load the engine... the Idle will pull down until I push the clutch in and then the Idle speed will remain at that level until I gas it again. ?

I won't have time to look for a vacume leak until after the weekend. But that is still on my mind.
