No, it's supposed to be like that. Most clutches have a bit of a 'dead zone' or 'free play' at the top.

It's typically for those people that have the habit of leaving their foot on the clutch. If that weren't there, you'd be riding the clutch all the time. With that bit of play at the top of the pedal motion, you can actually rest your foot on it without disengaging it at all (not that I recommend doing that).

Oh, and it is adjustable. If you wanted to completely get rid of it, I'm sure you could have a qualifed mechanic do it for you. Or do it yourself if you feel competent.
