Why not create an NBA culture? These are world class athletes, they don't need other cultures to influence who they are ... they are the trend.
There are drug dealers from all walks of life, not just from the "hip hop" culture. And the NBA is going to lose culture if it tries to blend in with the crowd.
Anyways, I think this rule is BS. You shouldn't judge the players based on their clothing. You should judge them by how well they play.
