Yeah, the bumper has to come off. And definately seal them with silicone. Mine fog up when we get really heavy rainfall, but I'm too lazy to take off the bumper to pull them out to seal them better, so I just deal with the 2 or 3 days of fogging when it happens. Luckily summer is now over, so the amount of heavy rain days should greatly lower.
