Default Wicked shimmy, No AC, Frequent shorts...

I have a 95 civic EX, Earlier this summer, I started hearing this weird noise coming from the engine bay of the car, It only did it when i came to a stop or slowed down, now at the very instant the car started making this shuddering/thumping noise, the air conditioner started blowing warm air instead of cold. Ive been trying to figure out whats wrong for a couple of months as the problem is getting worse, this is what i have figured out so far and i am completely baffled as to what the problem is.

1. The Ac compressor clutch will not under any circumstances come on

2. The fuse for the Condensor fan, in the under hood fuse panel will blow out, if i replace it, it will blowout again when i start the car.

3. The noise i assumed could be a blown out bearing somplace, it almost sounds like thats what it is... yet there is no play on any single pulley under the hood.

4. The car ONLY makes the noise when i am decelerating, specifially breaking. if i break at a stoplight it will start doing it when im slowing down, and continue to do it for a short while once im stopped. If i step on the gas and rev the engine, it will stop... and wont start again untill i drive for a while and then stop again. (This makes it impossible for me to look at where the noise is coming from because i can let it idle for hours, and it wont do it)


So i guess the question is, has anyone had somthing similier happen, or have any insight on this?? I havent the slightest clue on how to deal with this, is i possible that its more than one problem?? i havent any ideas, but im trying to avoid a rather costly mechanics bill.... i do have a full shop, and the factory service manual for the car, all required tools and whatnot, but for the life of me, i cant figure out what the heck is going on to fix the problem.
