Cam gears won't do you a ton of good without cams. Although they may lighten the load, it would be close to negligable. First I would go with the intake manifold, then pullies. After that, hit the cams and gears followed by the ECU if that's is going to be the end of your modifications (at least for a while). When you are ready to tune your car, get an OBD2 -> OBD1 adapter and an OBD1 ECU so you can chip it and tune it the way you want. A dyno can help a lot in your tuning efforts, but keep your old ECU so you can swap it back in come inspection time.
