Virtually both motors have no torque to begin with and very little whp difference. So that means it really comes down to what your budget for parts is, and if you want to be known as having a DOHC over a SOHC.
A b18b has pretty nice torque for what it is and a full swap costs like 400$ more than a d16. But I guess we'll have to wait for him to tell us his motives before we keep throwing ideas at him.
