He likely didn't give you the part and the responsibility of fixing it because in order to repair it, the job requires a moderate amount of engine disassembly. This is not a common problem, hence it's a special order. Why it has malfunctioned on your car is as good as a guess as mine.

If it was defective, it would have likely failed earlier than waiting 3-years into the cars life.
