could be. make sure the engine is at operating temperature and that you have all the plugs pulled. you should get higher numbers. also, let her crank several times for each cylinder to get the max. reading. looks like one of your cylinders is going to be down a bit, which probably means a worn exhaust lobe or similar. if it's within spec (like max of 10-15% difference from the others), you're still ok.
