Shit. That's not good.

Have you done a compression test across all four cylinders?
If foreign debris has entered the combustion chamber and caused that much damage, it's highly likely that you'll need to re-hone the block.

How proficient are you in rebuilding a motor? If you're spinning the wrenches your $3000 will stretch considerably further. In general, it's going to be a stretch to rebuild your motor and turbocharge it for $3K.

Assuming there's going to be some time in between the rebuild and the turbo installation, I wouldn't drop the compression ratio much below 9.5:1.
The car will feel quite sluggish on low-comp (approx. 8.5:1) pistons without forced induction.
