It's not the cluster that has the problem, it's the fuel level sender that sits in the gas tank. It's a float-actuated potentiometer; the ECU interprets the voltage it recieves from the sender unit and tells the gas gauge needle to move.

A replacement fuel level sender unit should fix the problem.
