I asked this same Q to Jschmid who's '99 looks really sharp. He went w/ the Koni yellow shocks and not sure about the springs but it's listed on the link to his 99 pics.
Many forums go with the Eibach prokit as a standard for lowering up to 1.5". Having said that I've also heard that on occasion using these springs tend to have the rear end lower than the front. I do NOT know if these people changed their stock shocks w/ the Eibachs though.
I'm on a beer budget and went w/ the Tokico blue shocks and springs package that I saw on Ebay for $400 shipped (CALI add sales tax). I'll let you know how they look when I get them installed! Good luck!
