I've always said that people going slow and tailgating/not paying attention are much more dangerous than people going fast and being alert.
In Germany they do give tickets for that...I wish driving laws here were the same as there
That's why they can have the Autobahn and we can't. Of course to get a license you have to go through tens of hours of individual driver training and the license itself costs something like $1500, but I'd still take it.
