This isn't definite. The best way is to listen to the fuel pump (usually at the filler nozzle) although the click is essential to diagnose the problem. Observe this picture below. You can see that usual open circuit is fuel lead (blinking.) The fuel circuit consumes the most current and absorbs the most heat. This circuit (from the pump to the battery) is usually the problem, not the relay.

You mean clicks, both are coming from two relays. One for fuel and the other for ECU. The second click after 1.5 seconds is the click you are looking for.
