using germany as an example, they often have bad traffic jams caused by the constant road work being done (not everywhere but it's enough to cause problems). this wouldn't be so bad if it didn't cost them so much money to repave/repair.

Nah, people who are onto the whole idea that any tax is evil would bitch more, and would argue that the price would be "so much cheaper if we just lowered the taxes". To the end consumer, the gas price would be the same, and if anything, would see more immediate returns.
Regardless, it is a damned situation. BUT I think we would be much better off if we just capped this damn oligopoly. It's no secret that they are making record-breaking profits right now, which is only beneficial if you're a shareholder. Unfortunately, with this current administration, I doubt that any oil profiteering regulation will ever exist.
