Yes, if you can hear it then it's gotta be something else that's the problem. However, I would make sure you're not mistaking something else for the fuel pump sound. Instead of listening for the fuel pump (which is inside the fuel tank and hard to hear), an easier thing to listen for is the actual relay - I just went out to my car (90 Accord LX) to verify this - when you turn the key to position II (the on position, but without the car running), about a second after the key hits position II, you can hear a click as the relay gets powered. The sound comes from in the dashboard, on the left side, where the relay is. That should be more a sure way to tell if the relay is working or not.
