I'd go higher to be on the safe side. Maxing out the duty cycle of an injector is not something you want to do, and fuel system/management is not the part of a turbo setup that you want to skimp out on. Also, running high pressure and small injectors is a bad idea as well, because the pump loses efficiency at higher pressures, and flows less volume than needed...not to mention heating up the fuel because it's working harder. I'd go with a bigger injector.
