this sounds kinda wierd. My best friend lives in Sacremento and has a daily driven 89 crx with a b16a1, custom turbo kit, crower turbo cams, cam gears, fpr, uberdata tuned, no cat, 2.5" turbo back exhaust. He has no problems w/ police, and gives the smog ref $100 to pass it everytime. No troubles.
