What OBD is the ECU? If it isn't OBD2, it won't read it anyway. Maybe you can try rechecking with a known good USDM ECU.
if it isnt obd2 it wouldnt even hook up to the wiring harness. I too would try and source a friends/somebodies known good ecu.
