I grew up in Texas and over there they have a yearly State Inspection but no SMOG or Emission. They hook up a Cumputer to the car's ECU and gather all the data from it.

Emissions are the pollutants that a car emits...'smog' is a generic term for it, usually referring more to the laws regarding emissions tha the emissions themselves.
I don't understand if you're asking if an intake hurts emissions or if an intake will pass a 'smog' or emissions test
You can find Nevada laws easily yourself by calling your local town or google'ing it or going to the nevada DMV website.
