You may have the wrong bulb in one of your lights. If you put a single filament bulb in a dual-filament socket, you will see similar behavior to what you described. But usually this only happens in brake lights because they're much easier to get mixed up.

My other guess is the Angel Eyes are pieces of crap, I've seen lots of people having wiring problems with them. Do some searches.
