Well there are two fans like you said, but one is for the radiator, one is for the AC condensor. Have you started up the car, let it sit for a while and wait and see if the fans come on after a while? Because the radiator fan won't come until the coolant temp is high enough to open the thermostat, and the hot coolant hits the thermoswitch telling the radiator fan to turn on. Turn the car on and watch and see if it comes on after a while.

The AC condensor fan won't come on unless you have the AC fan on.
