Um the blower motor is right under the right side of the dash and is very easy to remove. Go in your brother's car, turn his fan on so you can locate it, and then pop it out. It only takes like 4 screws. Then replace yours with that and see if that's the problem. If not, you have a lot of electrical trouble shooting ahead of you.

And I highly doubt the A/C fan would turn on if your blower motor is unoperational.
