what i was asying, is that the issue was mainly from the sudden change from lacquer based paint to our newer more modern paints. the steps are completely different depending on the company you use. many factories had trouble nailing the correct process right away. however... my main point is that neither situation had anything to do with the paint flaking off. the change mostly occured around 1986, and by the mid 90's car companies had figured it out. there are many factors, neither emissions or even the material change did not make his paint fall off
