The white stuff is the clearcoat pulling from the color. If you scratch at it a little you will see it crumble away, revealing just the plain color coat.

I don't agree with the comments about Maacos. My sister had a 300 or 400 dollar paint job from them and it looks beautiful. After at least 6 years it still looks brand new. If they do everything proper and you take good care of the paint job and let it cure fully, it will turn out well.

When I went through this with my car I was told by many other people that its referred to Cancerous. They said anything that starts out small then starts growing larger with time is considered cancerous.
