The only way you guarantee getting a car that hasn't been modded is getting a new car. People can put a turbo on, drive the hell out of it, and take it off and sell the car. You won't know. But a car with that many mods and that many miles is probably a bad idea. Unless it's really cheap. That's my opinion.
