It's called diffusion of responsibility. If other people are around, single individuals don't feel the need to help because they can say there was tons of other people to help. Same thing happens with people who need CPR. That's why they teach you to point at a specific individual and tell THEM to call 911 instead of just yelling "Somebody call 911!".
