It generally means a complete engine (ie-block and head assembled and ready to run). There will be a few things that you transfer from your existing motor. By comparison a Short Block is an assembled block without the head or other external parts. When the term "crate" engine is used that means a ready to drop in and run motor; it has been on the dyno and is usually sealed-you supply only a few items that are bolt-ons.
