when you say surging you mean it revs up and down from 1000-2000 rpms constantly and the car occasionally dies?
i have mine in a 93 accord so i dont know where you would put the paper clip in at but mine is over behind the passenger kick panel ( blue plug )

yes surging from 1000 to 2000 rpm you are correct

now somewhere i read that you need to add a vacuum line to the IAB but that is on accord swaps so i dont know about prelude swap but should be the same
