What makes an governs a motors obd? As in if you had an lsvtec a b16a2 head but a 92 integra ls block what obd would that motor be?
Or if you had a b16a2 from a 99-00 civic si head with a jdm obd0 b16 block what obd would that motor be?

there is no point in matching that head with that block (b16a2 with b16a)...not even worth it.
the lsvtec is a cool motor setup but you need to have a little experience before you do this swap.
in any case, dont down-convert the engine. go ahead with what obd it is...
the easiest and definitely the choice over the b16a2 head with the b16a block, would be to buy the b16a longblock and go with that, no conversions, cheaper setup, its easy.
if you go with the lsvtec go ahead and convert to obd-1
dont screw with obd-2 parts or swaps, this is a biach to do and would have you pulling out your hair.
