First, sorry to hear that you may have damaged your Integra in an accident...I lost my Integra in an accident and did what you're thinking about doing...buying a Prelude.
After owning my 99 Prelude now for 2 years, I think the Prelude is just as good or better than the Integra in most categories. The Prelude is definitely heavier and you will feel that weight, but it delivers a much more solid and refined feel to the driver. Stock for stock, the Prelude is the better car in my opinion. The only thing I miss about the Integra is the hatchback, I miss the versatility it offered.
As far as gas mileage, you should get around 25mpg. The Prelude is rated 22 city / 27 highway, so it's not going to be quite as good as the Integra, but it's still not bad.
I'm paying about 800-900 a year for insurance on my 1999 base Prelude with State Farm.
Well, hope this info helped and good luck finding a Prelude, I'm sure it won't let you down...I believe it was Car and Driver who summed the 5th gen Prelude up best, saying it is the best Integra that Honda ever made.
