You're forgetting that Eclipse's like boost. H22s don't. To get your goal, whatever it is, there's no way you're car is going to be street legal. There are plenty of people putting out 700+ whp with H22s, but they spent way more than 15k and so much time it's ridiculous. Comparing boosted Eclipses to a boosted H22 is like comparing apples to monkeys. I don't think you realize how hard it is to get that much power out of an H22.
