Get the screws. They prevent lateral movement in the rotor while you're bolting the wheel on. It keeps them centered. If they're $.30 ea, $1.20 proves that they are/aren't the problem. Replace the rotors and pads anyway. I bet your problem will be gone, but don't let that stop you from aligning it.
