I had the same problem with my car, same year and same color. I only had it on my roof so I painted it myself. Right around this time of year Maccos has a cheap deal, 250 for a respray. They'll try to screw you out of another 100 for acid washing but you don't actually need that. Take it around to some cheaper car painting places and get some quotes. Family owned businesses and Maccos. The Maccos out by me, in Washington, is a decent place, no orange peeling like some areas get. My sister got her car repainted for about 400 because she got a higher quality paint and its still in great shape 5 years after.
The cause for the clear coat peeling is because in the mid 90s the EPA got a law or whatever passed so car companies could only put out a certain amount of emissions. The companies put on less coats and thinner coats of paint so for the first few years the process wasn't reperfected(if thats a word). 94 and 95 got hit hard with this. When you're ready to sell your car, if you haven't got it repainted, the price will be dropped hardcore.
If you decide to paint it yourself make sure you do plenty of research and talk with a few experts and have them tell you the things you need to use. Do not use spray paint in a aresol can! For the job you need to get done it wouldn't turn out properly.
