What do you mean buy "switch these two sensors"? :huh:
Here's the diagnostic procedure from the Helms manual:
1: Reset the ECU and start the engine again.
1a) Does CEL 014 re-log?
(NO:Check wiring at IAT sensor/ IAC valve)
(YES: Continue)

2: Check for an open in the IGP1 wire.
2a) Turn Ignition OFF
2b) Disconnect IAC valve connector
2c) Turn Ignition ON (II)
2d) Measure voltage between body ground and IACV 2P connector terminal #2
(IF NO VOLTAGE, repair wiring between IAC Valve and PGM-FI main relay.)
(IF HOT, continue)

3: Check for an open or short in the IACV line:
3a) Turn the Ignition OFF and reconnect the IAC valve connector.
3b) Disconnect the ECM connector A (32P)
3c) Turn the Ingnition ON (II)
3d) Measure voltage between body ground and ECM connector terminal A12.
(IF NO VOLTAGE, repair wiring between ECM and and IACV valve)
(IF HOT, continue.)

4: Check the IAC Valve function:
4a) Momentarily connect ECM connectors A12 and A10 several times with a jumper wire.
4b) Does the IAC valve "click"
(IF NO CLICK IS HEARD: Replace the IAC valve.)
(IF IACV VALVE CLICKS: Substitute known-good ECM and recheck. If code does not re-log, replace original ECM.)
