Actually, what really matters how the weight of the wheel is distributed. Don't forget that mass is an object's resistance to linear acceleration and moment of inertia is an object's resistance to rotational acceleration. If the wheel is lighter, overall, but more of the weight is set to the edge of the rim, the rim will be harder to spin/stop spinning.
