I haven't read the entire act. I have read briefs and summaries of the act which include segments of text, but you can't just stare at the text and understand what it means, because 99.999999% of the act modifies other, existing acts. Take this for example:

Sec 104. Requests for Military Assistance to Enforce Prohibition in Certain Emergencies.

Section 2332e of title 18, United States Code, is amended--
(1) by striking "2332c" and inserting "2332a"; and
(2) by striking "chemical".
Boom, that's the whole thing, on to the next section I do not, nor will I ever have, the patience to go running through every line and hunting down each reference and determining what it means.
