From a quick search, it looks as if it can mean 3 things.

1. CD is loaded upside down.
2. CD is dirty or not working.
3. Internal mechanism is broken.

You can check #1 and #2 pretty easily. Just load a known good CD. If it plays, then its the CD that is broken. If it doesnt play, it looks like the CD player must be replaced.
