I don't know if there's downhills probably not since it's safer to go uphill and that's why it's call hill climbs
And yes they are public roads that are closed off. Duryea (same as Pagoda but longer) is in Reading in the spring, and Pagoda is in the fall (Pagoda at the top of the mountain). Actually Duryea is coming up at the end of this month.
