Well, it sounds like the fuel level sender unit is dead...since the light isn't coming on and the gauge is not reading accurately.

What year is your Integra?


And an FYI:
The smallest Integra tank was the 90-93, at about 12.9 gallons.
For the 94-2001 Integra, the tank is listed by Honda at 13.2 gallons.
The "idiot" light comes on when roughly 3.5 gallons are left.
