That's an EGR valve, and it's still used to this day. The ones in the early days clogged and jammed hella fast though, giving them a bad rep.

Anyway, since there is virtually no oxygen in exhaust gas, it can't be recycled into the combustion chamber for added power, however it can be recycled to reduce combustion temperatures and fuel useage, which is why it's a peice of emissions equipment.

Anyone who talks about "ram air" in a Honda (or most other cars, for that matter) is full of shit. I mean copious amounts, pouring right out of the mouth.
