An impact driver might work in getting them off. Spray a bunch of penetrating spray on them and let it sit for a while.
You could also dremmel a slot on top of the screws and use a big flat head screw driver to get them out. Then replace them with new screws.
I think you can also buy kits for extracting siezed screws.
