Parents are too lenient these days...a little spanking and punishment goes a long way when kids are younger. They're also too quick to pass their job off to other people...teachers, counselors, babysitters/daycare people, etc. Kids need to learn discipline at a young age...I know I did. The kids who learn that they can get away with anything scot free are the ones that act like this.
