i have a 96 civic and am going to swap a b16 in the car, if i have to get a ob1 ob2 conversion wire harness to the ecu, will my car still pass inspection?

could i just rewire the intire car or not???

i live in PA so i know some laws in CA do not apply here and such, so if that makes a difference on this?
