on a tilt wheel this could theoretically happen if the clamp that secures the tilt portion is basically wore out.
But check the two nuts that hold the column to the underside of the dash, make sure they are tight just in case.

Otherwise you have some strange crap going on man.
Time to pull off the covers and see what's going on in there.
