A custom turbo set-up will cost the same as I/H/E??? You seem to be leaving out the cost of DYNO tuning.
I do agree that suspension modifications are far more worthwhile for the $$$. But if you want trouble-free bolt-on mods good for a few whp, I/H/E is FAR from a waste of money.

You can purchase a Hondata Stage2b setup. which does have support for up to 14 psi of boost. dyno tuning could help, but right off the bat, the hondata would keep you going.
later on get dyno tuning.
I dunno man, $1000 on I/H/E and a gain of 5 hp doesn't seem like it's worth it.
