A custom turbo set-up will cost the same as I/H/E??? You seem to be leaving out the cost of DYNO tuning.

I do agree that suspension modifications are far more worthwhile for the $$$. But if you want trouble-free bolt-on mods good for a few whp, I/H/E is FAR from a waste of money.
