Possibly a bad master brake cyclinder, if it's not leaking and bled properly. Also, you can search the internet at google or yahoo for do it yourself automotive brake troubleshooting. I did that a few months ago, and my CRX had a bad master brake cylinder. It was only like 50 bucks at Advance Auto with trade in of the old one. It's simple to change. You just need somebody to pump your peddle while you bleed them after you've installed it.
